After more than 400 years of Spanish colonial domination, in 1897 Puerto Rico was given the right to govern over its affairs. only five months later, Spain and the US went to war over the last Spanish colonies in the region. American Forces occupied Puerto Rico. The Treaty of Paris clearly established that all Puerto Rican affairs were to be decided by the United States Congress. President Theodore Roosevelt recommended that Puerto Ricans become U.S. citizens. Despite the overwhelming opposition from the Puerto Rican legislators, in March 1917 the US Congress decided that all Puerto Ricans were now US citizens; but only to be ruled and not be given the rights. Puerto Rico's financial oversight board has filed a form of bankruptcy for the island under Title III of last year's Puerto Rico rescue law, which is known as PROMESA. The move touches off the biggest bankruptcy in the history of the U.S. municipal debt market. The move comes a day after several major creditors sued the U.S. territory and its Governor Ricardo Rossello, over defaults on the island's 70 billion dollars in bonds.Title III is an in-court debt restructuring process, similar to U.S. bankruptcy protection. Puerto Rico's governmental development bank announced plans to skip another bulk payment of debt. After reaching a deal with some creditors to keep the negotiations moving for debt restructuring, the island territory it will forego a $422 million payment. The bank added they have reached indicative terms with an ad hoc group of creditors holding about $900 millions of the nation's $4 billion in bonds. The deal is far from complete, however, after a two-step debt exchange, creditors may recoup 47 percent of what they are owed. One that is called “one of the worst droughts in Puerto Rico’s history.” – New York Times Currently it is estimated about 3 million people out of a total population of 3,701,008 are affected by this natural disaster. – United States Drought Monitor In San Juan, the capital of Puerto Rico, it is rationing water for 3 days a week. Many of the residents of San Juan are elderly and need to use buckets of rationed water to bathe, cook, and plumbing uses. Lakes and reservoirs are drying up effecting plant life and the lives of animals. Ranchers can’t feed their animals because of the dry weather halting their business. According to New York Times, in the month of July in the La Plata reservoir thousands of sardines have died because of the lack oxygen. On August 3, 2015 Puerto Rico defaulted on a 58 million-bond payment to the Public Financing Corporation. According to governor Alejandro Garcia Padilla that the Puerto Rican government will not be able to pay all of its 70 billion dollar debt. He said the economy is on a “death spiral.” Puerto Rico has been called the “American Greece” – CNN, Money. The drought has cost the Puerto Rican Aqueduct and Sewer Authority roughly $15million dollars a month. Unemployment in Puerto Rico is at 12%, which is nearly as a double the U.S unemployment rate of 5.3%. – CNN, Money The U.S government hasn’t responded on their plan of how to help its citizens in these hard times.
